The Certificate of Origin of goods is a document that certifies the origin of goods intended for export. Determining the origin of exported goods is one of the key bases for applying tariff and other important criteria.

Certificates of Origin are intended solely to prove the origin of goods in order to satisfy customs or commercial requirements such as letters of credit and others.

The term ‘Certificate of Origin’ refers to a specific form identifying the goods, with which the authorized organization (BIBS) expressly certifies that the goods for which the certificate applies originate from a specific country/group of countries.

BIBS is authorized to issue non-preferential origin certificates for goods with Permit No. P-227/32-166942 dated 03.05.2023, issued by the Director of the Customs Agency under Article 163, paragraph 1 of the Customs Law.

What is a Certificate of Origin for goods?

The term ‘Certificate of Origin’ refers to a specific form identifying the goods, by which the authorized organization (BIBS) expressly certifies that the goods for which the certificate is issued originate from a specific country/group of countries.

What does a Certificate of Origin for goods include?

The Certificate of Origin, authenticated by BIBS, includes: an original, three copies of the certificate, and an application for its issuance. The forms comply with international standards for the document’s format and specifications – dimensions, paper weight, raster background, and color design.

The Certificate of Origin is authenticated by BIBS in 1 original and three copies, upon request of a Bulgarian exporting company. They are to be filled out legibly (not handwritten) in English, French, German, or Russian, depending on the client’s requirements.

What are the specific features involved in issuing a certificate?

For each separate shipment, only one Certificate of Origin is issued. For instance, if a given product is exported using 3 trucks, it is necessary for the goods from each truck to be accompanied by a separate Certificate of Origin.

All printing errors and any changes in the certificates must be corrected by crossing out the incorrect data and entering the corrections. Afterward, the issuing authority must note with a signature and seal that ‘the change is approved.’ Corrections made by erasing or using liquid correctors are not allowed.

Can only members of the association receive a certificate?

The Bulgarian Industrial and Business Association certifies Certificates of Origin for all Bulgarian traders, regardless of whether they are members of the Association or not.

Where can documents be submitted for obtaining a certificate?

The documents are received and processed by the experts of the Association in Sofia and at the Regional offices in various locations.
